I am trying to set up my sub-model to run Transition Potential tab, and I keep getting a notification when I try to add in a "distance to roads" layer. It says I need to add a legend. I have not been able to figure out how to step-by-step build one. Anyone know?

It is asking for a legend for the Roads layer, not for the Distance from Roads layer.
If your Distance to Road layer/variable is Static then you don't need a legend for the Roads layer. If that layer is Dynamic, then it is expecting to create a new Distance from Roads layer by recalculating the distance from the Roads layer with every iteration in the Change Prediction tab. For this it needs a Roads layer that has a legend, usually categories 1,2 and 3 at the most (for primary, secondary and tertiary roads). If you have checked on the Dynamic Road Development option on the Change Allocation panel of the Change Prediction tab of LCM, then it would add some roads after each iteration, and then would recalculate the Distance from Roads layer based on the newly created/expanded Roads layer.

I have a similar concern.
Should I add the legend in my 'distance to road' layer? My layer has real numbers because it reflects the distance from the road in meters. If I convert it to integer and manually input the categories in the metadata, wouldn't the 1,2,3 reflect the 1-3 meter distance from the road rather than the road category types?
