This looks like you have a minimum value that is negative infinity, probably because it is your background value.
The first thing you want to do to make the legend look better is to change the Display Minimum in the metadata (use TerrSet metadata - in the lower part of TerrSet Explorer) to change the Display minimum and save the change with the icon at the bottom left. Change it to 0 or to whatever the non-background minimum of your data is. That will fix the legend to look more reasonable. It will also fix how your image is displayed. Since it is autoscaled using the Display Min & Max as the outer bounds of the range, all of your image is appearing to be the same color - the max part of the range.
Secondly, most TerrSet modules are not designed to deal with -INF (negative infinity) data values. You should run NANFIX, a simple module that will replace any -INF, +INF or NaN values with a different value of your choosing. So decide what number you would like to use for a background/missing data value and run NANFIX. Then your image will not have problems in future analysis stages.

For most of what I've written above, you can substitute the word Idrisi for TerrSet. TerrSet modules and Idrisi modules are interchangeable and the logic is the same.
However, the NANFIX module did not exist when Selva was released, so you would me to send it to you and to explain how to run it manually, without the dialog box that comes in TerrSet.
I just sent you an email (tech support ticket) with detailed instructions on how to download and use it. Let me know if you didn't get it.
