The error message listing the filename has 3 extensions -> .tif.vat.tiff. Most TIFF files only have a .tif extension, perhaps a .tiff extension. The geotiff module is definitely not expecting a triple extension on that file.
I just googled .tif.vat.tiff and found something similar (.tif.vat.dbf). A comment trying to help someone in a different application (on gis.stackexchange.com) said:
.tif.vat.dbf), you can likely find some way of opening it, but treating it as a natural part of the raster might not be the best process."

I think that the .vat file is something called a "values attribute table", which is a file that goes along with a raster file - as a companion file that gives attributes related to the raster file. I don't know anything about that file type other than what I've been able to learn with google searches. (I'll put the most informative links I found below.)
I don't think that the file you are trying to import with GeoTiff is a file that can be used all alone. I think there must be a simple .tif file (only 1 extension) to go along with it. Where did you get this file? Did you download it? Did you create it in ArcMap? Are there other files in the same place where you found/made this file? Go back to where you found this file and look for a file with just a .tif extension, not multiple extensions. If you have ArcMap or ArcGIS, try to convert it inside there. Don't ask me the commands. I won't know them.

I couldn't import it as GeoTIFF and I was able to convert it to ASCII format. The file I'm working with is the lu/lc classification maps I created in ArcGIS. However, the image comes like this. How can I edit it according to my original classification? I appreciate all your help. Thank you very much.
I don't know what your original classification image looked like, so I don't know how this image differs from that and what would be needed to make it match.
After you converted the image to ASCII in ArcGIS, which import module did you use to bring it into TerrSet?
